Tendering Exercise - Technical Requirement
Once a project is ready for implementation, a tender exercise will be called upon by the relevant parties. A tender is called so that the suitable contractor, financially and technically capable, will be selected to implement the project. A Tender Document which generally consists of the following documents will be issued to the participating contractor:
a- Invitation for Tenderers
b- Instruction to Tenderers
c- Tender Data
d- Tender Form
e- Price Schedules
f- Tender Security Form
g- General Condition of Contract
h- Special Condition of Contracts
i- Contract Agreement Form
j- Performance Security Form
k- Schedule of Requirements
l- Technical Specifications
m- Drawings
n- Other Documentations
One of the important requirement of any particular tender is the technical know-how of the contractor. In order to judge the technical ability of the contractor, the tenderer must submit his Technical Proposal / Technical Requirement.
The follwing is a typical technical requirement of a particular project:
a- Bid Declaration Letter
- the bidder confirmation that all requirement set by the client is strictly complied
- bidder's authorized representative shall sign the letter
b- Deviation List / Proposed Alternative List / Clarification
- list any deviation with respect to the contract requirement
- list any alternative proposal
- list the benefits of those changes with respect to time and cost saving to the client
- list the technical advantage of such changes
c- Mobilisation/Demobilisation Plan
- outline of the mobilisation and demobilisation of staff, major plant and equipment, etc
d- HSE Plan
- safety record
- outline of safety plan with respect to the authority requirement
- evacuation plan in the event of fire or any other emergency occurence
- safety award
e- Project Quality Plan
- a detail QA/QC Plan with respect to the ISO requirement
- a detail inspection and test procedures
f- Work Method Statement
- detail write-up of how the contractor intends to construct the project
- shows any interface activities with third party
- pay extra attention to any specialist kind of job (eg. deep excavation)
g- Manpower Schedule (Direct & Indirect Labor)
- schedule of direct and indirect labor requirement of the project throughout the duration of the project
h- Mobilization / Demobilization Schedule for Construction Equipment
- outlining the schedule of major construction equipment to be deployed to site
i- Utility Consumption Schedule
- consumption of utilities (such as water, electricity, diesel, etc) shall be prepared and shown especially during peak time
j- Planning & Scheduling
- proposed construction programe outlining the time requirement of each element of the project
- critical activities / critical path of the project shall be identified
k- Previous Similar Job Experience
- list of similar project undertaken by the contractor previously
l- Bidder's Subcontractor and/or Vendor List
- specialist subcontractor and/or vendor shall also be included which include the technical expertise of each organization
m- Organization Chart
- proposed organization chart showing the position of management and supervisory personnel to be deployed to site
- cv/resume of the key personnel shall be attached to the chart
n- Temporary Site Facilities Plan
- provide a plan of a temporary facilities required at site such as site office, warehouse, storage yard area, canteen, etc
o- Joint Venture, Consortium, or Association
- a detailed statement explaining the liabilities and the contributions anticipated from each participant
p- Company Profile
- Company Information including but not limited to company brochures, organization chart, financial report, or annual report
